I'm Nappy in the GC (vh/vh), it's maybe late 1810, GB has built up an army in Gibraltar and taken Madrid. Note as you might expect the French are rich beyond dreams of avarice, campaign victory is assured, so as usual I'm just having some fun w/late game strats.
I purchased Balearic Isles from Spain for some tech and a good deal of money. I build it up to max w/military academy, star fort, steam drydock. (I was hoping Spain would use the money to build up an army & recover Madrid. but no such luck. Spain does have multiple stacks milling back and forth between Catalonia and Navarra though.)
Spain also has 2 full stacks in Balearic Isles (mostly militia) and I might think they would send a ship over to transport them back to mainland. Maybe even to help retake Madrid. Nope, they just sit there.
I invade GB and take London in summer 1811. I offer peace treaty:
Give me Ireland and Scotland
I'll give Balearic Isles
Alliance (not sure how this was even an option, since I'm allied to Spain and Spain still at war w/GB)
So, Balearic Isles has no garrison (aside from citizens), and still the 2 stacks of Spanish troops are on the island. They make no threatening moves for the city though. An empty, enemy city, fully built up, with no troops, within a short march, nope, Spain's not interested. Perhaps because I'm allied now with GB?
Next turn, GB breaks alliance with me. I was basically waiting for GB to convert the civil building in Wales to military academy, as I wanted to see if I could liberate it (I only consider choosing liberation if region has a barracks. In any event, there's no Liberate option for Wales). So now Spain has seemingly no reason whatsoever to not take Balearic Isles. Still, nope.
I declare war on GB and take Wales, also destroy remaining GB fleet, GB has nothing left whatsoever except Balearic Isles (I had taken Gibraltar & Madrid for myself earlier) which sits empty. Still, no aggressive moves from Spain.
I assemble a small force and send it on a ship. Land at the undefended port, march into the city. I then cancel Spain's military access to my lands, if those spanish stacks are gonna stand around doing nothing then they can do that with their fellow do-nothing troops in Catalonia and Navarra.
